The Constitution was written by a bunch of rich, white slave owners who wanted a government that would provide a stable environment so they could do business without too many worries and be in direct control of their taxation. That's what it set out to do, period. Then somebody said something like, "We'd better give these jerks something or we'll have another revolution" so they tacked on the Bill of Rights.
